Upgrade pgbouncer to a recent version

During a recent incident, we ran into issues that would have been fixed in a newer PgBouncer version: production#15650 (closed).

Our current version is from 2019.

We should consider upgrading to the current stable version, and to apply optimized settings for itself as well as the kernel.
