Infra investigation followup: High error rate in Git

Summary

In production#14405 (closed), production#14074 (closed) and production#14087 (closed) we've seen connectivity issues between the git fleet on Kubernetes and the Gitaly fleet in GCE.

This results into a burst of request timeouts results into filed git push/clone/fetch for ours users.
