Page IM/CMOC when severity is raised to S1

Problem

When an incident is raised in severity to an severity2 / severity1, we don't currently page all stockholders who might not be aware of the incident. Sometimes this can cause an unintentional delay in response, or unintentional panic when the OnCall people find out about the incident.

Proposal

Keep everyone in the loop by paging the IM/CMOC for severity1 incidents, which otherwise started as a lower severity incident.

Caveat

I left out auto-paging on severity2 incidents in fear that it could produce false pages, especially for the CMOC, but I hope that others will provide feedback to guide in making this decision.
