Observability for new Ops instance in us-central1

We successfully moved ops.gitlab.net off its VM in us-east1 and into a Kubernetes cluster in us-central1. We now need to ensure that there are no observability blind spots for the new instance.

• Appropriate labels need to be applied to the metrics getting sent from the new instance in K8s
• Alerts should be alerting on metrics from the new instance in K8s and not the old VM
• Dashboards should be using the metrics from the new instance
