chef and version not automatically taking WAL-E base backups

In my attempts to restore from a backup of version for https://gitlab.com/gitlab-com/infrastructure/issues/1716, I discovered that it is in fact not taking base backups from the WAL-E cron. In fear I checked the other secondary servers and only chef is having this issue. We need to investigate why they aren't taking base backups. Nonetheless, we can still restore from WAL files, even with an old base backup, it will just take a while.
