Chef run failing on registry DB server in gstg

While executing CR to update gstg registry DB servers, came across error in chef-client run on patroni-v12-registry-03-db-gstg.c.gitlab-staging-1.internal. It complained about getting some secrets for consul (apparently). This needs to be fixed to make chef-run complete successfully.
