[PG14] Define the rollback strategy and detail the steps

This issue is a placeholder to detail the rollback steps we will implement as a result of the [phase-1] that are investigations on use logical replication or not.

Acceptance criteria:

• Define the rollback strategy
• Define the steps for the upgrade
