Update and review service catalog teams with a focus on EOC information

As an EOC, it can be difficult to know where to look for help, or ownership, of services. We have a Service Catalog and a Metrics Catalog that have the potential to expose some ownership information.

The outcome of this issue is to become familiar with this layout, and possibly build out a couple of team information sections so that we can verify this current system works to expose ownership information to those on call. Some possible teams to start with are gitaly or even the infrastructure team.
