Review and finalize the reindexing plan for Ubuntu 20.4 upgrade

The team has worked in the past to review different types of indexes we use, validated indexes for corruption, and documented a plan to reindex them as part of the ubuntu 20.04 upgrade.

I've referenced a few issues:

Ubuntu 16.04 LTS will soon (April 2021) have EOL. The upgrade for Postgres nodes won't be a trivial task

Time the index recreation after the ubuntu upgrade

Recreate ubuntu 20.04 environment and get a list of invalid indexes

I'd like to gather feedback from the team. Please review the issues, identify gaps, if any, and provide feedback.
