[Staging] Rebuild fe-lb cluster with one NIC

With the execution of https://ops.gitlab.net/gitlab-com/gl-infra/config-mgmt/-/merge_requests/3472, we don't need the main HAProxy fleet to be provisioned with two NICs, so we need to re-provision it with only a single NIC.
