Set up GitLab-restore for new GCP environment in prdsub

Overview

We need to run daily backups of the customers.gitlab.com database when we moved it into GCP. At the moment we have two projects to do this:

1. https://ops.gitlab.net/gitlab-com/gl-infra/gitlab-restore/customers.gitlab.com: This is for production, connecting to the Azure database
2. https://ops.gitlab.net/gitlab-com/gl-infra/gitlab-restore/customers.staging.gitlab.com: This is for staging, connected to GCP database

Other information that might be helpful

• 💁 postgres is running on the same server as the application
• 🚨 It doesn't seem like we are running the verify part of the backup https://ops.gitlab.net/gitlab-com/gl-infra/gitlab-restore/customers.gitlab.com/-/pipelines
