Consider using managed patroni instances for praefect's database
On https://gitlab.com/gitlab-com/gl-infra/infrastructure/-/issues/9225 we chose to host Praefect's DB in CloudSQL to accelerate the initial deployment of Gitaly Cluster. Now that we're looking to expand our usage of it to cover all of GitLab.com's storages (&640 (closed)), we should consider if we want to switch to managed patroni clusters instead
