release.gitlab.net still uses SSLMate

Utilize this issue to track the transition for the release instance from the current SSLMate certificate, to using Let's Encrypt. We should be able to leverage the default configuration of omnibus to set this up!

The current certificate issued by SSLMate expires mid may next year
