Enable shielded nodes on all GKE Clusters

In order to increase the security of our GKE clusters and provide better prevention against attackers, we should enable shielded nodes on all our GKE clusters.

This just requires support for shielded node configuration in our terraform module, and then rolling that out to our clusters where appropriate. The terraform module supports this setting
