Upgrade GitLab services and group projects to version 3 of the GCP terraform provider

Version 3 of the GCP terraform provider has been out for a while, and we should start planning to upgrade sooner rather than later, to avoid unnecessary tech debt.

Would be good to do this at the same time as https://gitlab.com/gitlab-com/gl-infra/infrastructure/-/issues/12287
