Organize pipelines from gitlab-restore postgres-gprd

Currently in the pipelines from the gitlab-restore project: https://ops.gitlab.net/gitlab-com/gl-infra/gitlab-restore/postgres-gprd/-/pipelines

we are restoring backups from staging and it is really hard to identify the last production backup that has been restored. Besides, we need to organize the restoration from staging in a different project than production.
