Consolidate all On-Call Alert/Issue Automation into a single codebase

I'm targeting the following project repository https://ops.gitlab.net/gitlab-com/gl-infra/oncall-robot-assistant for consolidation. The below NodeJS projects should be migrated to the project mentioned above.
