Consider sharing the patcher project with gitlab-org on ops

We currently expect developers to be able to provide patches for the https://ops.gitlab.net/gitlab-com/gl-infra/patcher/ on ops, however the access for that project is locked down, requiring developers to fork it if they need to submit a hotpatch.

Should we share this project with gitlab-org on ops at a Developer level in order to ease the development workflow?
