Add step to update label to change::complete

CRs are often left with the changein-progress label even after they have completed. The Delivery team uses automation to detect when it is safe to deploy to gprd, and checking for in-progress CRs is one of the checks.

With this change to the issue template, there should hopefully be less cases of completed CRs that still have the changein-progress label.
