2023-04-13: QA pipelines failing on gstg and gstg-cny

Customers were not impacted, but GitLab internal deploys to production and staging were blocked.
Current Status
Incident resolved, and deploys unblocked.
A change to add the OpenAI key to production and staging https://gitlab.com/gitlab-com/gl-infra/production/-/issues/8711 also set admin_mode=true
. This was a copy and paste error from the description of gitlab-org/gitlab!116364 (merged) which ended up in the change issue https://gitlab.com/gitlab-com/gl-infra/production/-/issues/8711
