2023-04-05: GitLab Registry PATCH request duration very high

Current Status

We are seeing high latency in us-east1-d and are working with Google in https://console.cloud.google.com/support/cases/detail/v2/44346540?project=gitlab-production to fix this

Action items when upstream dependency is resolved

We've implemented some workarounds for the time being until we fix the issue with the upstream provider. We'll have to rollback these changes:

• Rollback #8704 (closed) (following rollback instructions)
