2023-02-18: Disk space above 90% for file-81

Current Status

We've migrated some large repositories off file-81 and reduced disk space to be 86% which is under our SLO. We also ignored file-81 from the weight assigner so it doesn't set a weight to it and set it to 0 so no new projects get set up in file-81
