Update the maven_package_requests_forwarding setting value in the application settings to false

Change Summary
The Maven request forward is a feature that allow package to be fetched from Maven Central when not found in the GitLab instance.
The feature can be used when packages are pulled through:
- a project level endpoint.
- a group level endpoint.
- an instance wide endpoint.
For (3.), an application setting is used: maven_package_requests_forwarding
. For reasons explained here, we don't want this feature to be used at the instance level.
We thus need to disable it in the application settings.
Please note that the Maven request forward is behind a feature flag that is currently not enabled on gitlab.com. As such, this change has no immediate effect but it unblocks the feature flag rollout. See https://gitlab.com/gitlab-org/gitlab/-/issues/359553#note_1257774242.
