Fill in DORA configuration for gitlab-org/gitlab project

Change Summary

As part of verifying PoC on DORA4 metrics we need to fill in dora_configurations table with specific data.

Dora::Configuration.create!(project_id: 278964, branches_for_lead_time_for_changes: ['main','master'])

in case of need for rollback

Dora::Configuration.where(project_id: 278964).delete_all

If pure SQL version is preferred then following queries will do the same:

INSERT INTO "dora_configurations" ("project_id", "branches_for_lead_time_for_changes") VALUES (278964, '{main,master}')

and for Rollback:

DELETE FROM "dora_configurations" WHERE "project_id" = 278964;

This data will affect the way daily DORA metrics are calculated for gitlab-org/gitlab project. No other projects, groups or users will be affected. Corresponding PoC MR gitlab-org/gitlab!96561 (merged)
