Recover from accidental label deletion

On 9:41 AM on 12th Oct UTC, the web ide label got deleted from the project and associations with existing MRs and issues were lost along with it.

We're looking at recovering the label associations, i.e. a list of MRs and issues that had this label slapped on. Since this was a group-level label, we're looking to recover the associations for MRs and issues in projects gitlab-org/gitlab-ce and gitlab-org/gitlab-ee projects.
