re-evaluate our gathering statistics strategy

During our last incidents, we found out that some tables are with degraded statistics. One table was the namespaces.

We need to automate and evaluate changes to tune our gathering of statistics so do not have these problems again.

Acceptance criteria:

• Evaluate our statistics and add more possible monitoring on them.
• create a new setup for our statistics and analyze strategy.
