2021-01-29 Sporadic `pgbouncer cannot connect to server` errors

There was a restart of this box on Jan 26th, and PGBouncer02 didn't seem to start correctly from there:

, most likely due to PGBouncer restarting before Consul was running, failing on the service resolution.
