68.9% of chat workflows are stopped (Severity 2)

Problem: Chat workflows are ending with an OK result whose detail is workflow execution stopped at an abnormally high rate.

Impact: The workflow execution stopped rate rose again to 42% over the last 30 minutes, affecting chat workflows for the Duo Agentic Platform.

Causes: We confirmed the elevated stopped-workflow rate was being driven by increased Fable usage, including a high volume of requests from an unusual gitlab2api user agent.

Response strategy: We blocked about 504 users using the unusual gitlab2api user agent, and the stopped-workflow rate had previously started to fall back toward normal after blocking affected traffic.
