Wraparound prevention vacuum in Postgres blocking PDMs (Severity 3)

Problem: The PDM job is failing because a wraparound prevention vacuum on the deployments table is preventing the migration from running.

Impact: The PDM pipeline in production has been failing repeatedly since 2026-08-05T03:17Z, which is blocking deployments.

Causes: A wraparound prevention vacuum is running on the deployments table in the main database, which is causing the PDM job to skip the migration and fail.

Response strategy: The vacuum ended after some time. The CI job was retried after that, and it failed with a lock timeout error. It was retried another time which also failed with a lock timeout error. After that we marked the migration as complete. A retry after that passed.
