Long-running transaction in Ci::CreateDownstreamPipelineWorker on patroni-ci-v17-104-db-gprd (Severity 4)

Problem: A transaction run by Ci::CreateDownstreamPipelineWorker on sidekiq has been open on patroni-ci-v17-104-db-gprd for more than 10 minutes. This has occurred twice today and auto-resolved quickly both times.

Impact: This could lead to database performance issues or dead-tuples in the patroni-ci service, but no customer impact has been observed so far.

Causes: Unknown

Response strategy: We have opened a follow up to investigate the recurring long-running transaction.
