Large Increase in RPS for web-pages (Severity 3 (Medium))

Problem: A major increase in requests caused blackbox probes to fail for multiple GitLab handbook URLs as the web-pages service became overwhelmed.

Impact: Some users of web-pages pages experienced timeouts or failures loading content during the period of unusually high traffic.

Causes: A large spike in traffic to a single customer domain saturated the web-pages service, pushing CPU utilization to 100%.

Response strategy: Traffic levels returned to normal without intervention, so no action was taken.
