gitlab-cny-migrations fails due to a change in CNG (Severity 3 (Medium))

Problem: The gstg-cny deployment is failing due to a migration job failure.

Impact: The deployments are blocked.

Causes: A bug in a recent merge request for the 'wait-for-deps' and 'rails-dependencies' scripts in CNG caused the migration failure during deployment because the new ClickHouse check did not disable itself when the ClickHouse configuration file was missing.

Response strategy: A revert merge request was successfully merged and the fix was included in package 18.4.202509040604. The gstg-cny environment was unlocked to allow deployment, and the dependencies script succeeded in the latest pipeline.
