2025-08-14: Webhooks events not sending

Webhooks events not sending (Severity 3 (Medium))

A GitLab.com Customer observed that some jobs did not generate all expected events; a job should have created, pending, running, and success event. They noticed that in some cases events were dropped and provided examples. SRE was able to validate that the webhook did not record these events by scanning the events via the API, but does not think they're anywhere near hitting the Event limits. Customer reports the same events are missing from multiple webhooks, which tracks with the job ID that is missing events.
