Packagecloud service error rate violating SLO (Severity 2)

Problem: The Packagecloud service is experiencing an elevated error rate due to a large number of paginated requests causing significant SQL delays.

Impact: This issue may impact the ability to download gitlab packages, such as debian omnibus packages.

Causes: The problem was triggered by substantial number of large large pagination queries not being effectively limited by the Cloudflare WAF rule.

Response strategy: We have made the Cloudflare WAF rule more restrictive to improve the situation.
