Reduced availability for dev.gitlab.org (Severity 3)

Problem: The availability for https://dev.gitlab.org was compromised due to the Gitaly service being overwhelmed, leading to high CPU utilization.

Impact: Users experienced slow loading times and intermittent 502 errors when accessing https://dev.gitlab.org.

Causes: The problem was triggered by Gitaly being overwhelmed during security release package builds.

Response strategy: A configuration change to enable the pack objects cache was deployed, and Omnibus package builds were retried sequentially after stopping all CNG builds to reduce load and prevent additional failures. Build jobs for auto-deploy were paused and then re-enabled upon successful completion of the builds.
