Reports of jobs stuck pending (Severity 2)

Problem: The build queue is large, causing some jobs to queue for a long time before being picked up by a runner.

Impact: This problem is affecting the performance and reliability of instance type runners.

Causes: The primary cause identified for the jobs not being picked up quickly is saturation of runners.

Response strategy: We have identified the issue and have mitigated the incident.
