2024-10-22: Enable SessionMap using the use_load_balancing_session_map feature flag

This change enables the use of SessionMap in gitlab rails to track connection stickiness per database. Due to widespread nature of the Gitlab::Database::LoadBalancing usage, its safer to track this rollout in a CR.

The intended effect would be more reads directed to the replica, away from the primary database. We should not be alarmed at RPS changes. However, we should look out for any abnormalities (massive spikes or dips to zero):
