2024-06-25: qa image unable to be pulled from dev

Current Status

• smoke jobs trying to pull images from dev were failing, for example https://ops.gitlab.net/gitlab-org/quality/staging-canary/-/jobs/14428116
• Due to the high load on the dev instance, the jobs that build the image failed with network errors https://dev.gitlab.org/gitlab/gitlab-ee/-/jobs/21195405
  • Retry of these jobs once the load lessened was successful
• The QA jobs were retried, and were able to pull the images.
