Update ApplicationSetting with wal_receiver_saturation settings for 'gprd'

Change Summary

gitlab-org/gitlab!150544 (merged) introduced WAL receiver saturation indicator in database health check framework, we store wal_receiver_saturation configs in ApplicationSetting.prometheus_alert_db_indicators_settings.

This CR aims to add those configurations for gprd.
