2023-12-17: Blackbox probe failures for dashboards.gitlab.net

Current Status

In https://ops.gitlab.net/gitlab-com/gl-infra/config-mgmt/-/merge_requests/6744 we've moved dashboards.gitlab.net behind Cloudflare proxy. This resulted into Google not being able to see the loadbalancer with the error FAILED_NOT_VISIBLE resulting into never provisioning a new certificate.

We've moved the certificate to Let's Encrypt and now it's up and running again.
