2023-12-13: Zoekt code search failing for some enabled groups

✅ Remove all namespaces assigned to zoekt-0.- One at a time, re-assign removed namespaces to zoekt node with lowest mmap usage.

- If a zoekt node has 30k mmap usage, don’t assign any more.
- Force reindexing once every two weeks and tell script to spread the job over two weeks
- Spread indexed namespaces across all 4 nodes
- Dmitry Gruzd do this right now and re-enable search tomorrow.
- We need to destroy old indexed namespace records
- Expose prometheus metrics via a goroutine ticker
- Investigate if the problem exists also on zoekt-git-indexer
