2020-02-10: td-agent won't start up again after restart

Summary

An MR was rolled out that (intentionally) caused a td-agent restart. td-agent is failing to come back up on many nodes (we're not 100% that it's "all" yet). The bump MR was https://ops.gitlab.net/gitlab-cookbooks/chef-repo/-/merge_requests/2636.
