Settings Discussion: Number of days unconfirmed users until deletion

Discussion Required: Number of days

The plan is to make the setting configurable. We discussed in the issue having a 7 day default, but considering the discussion in gitlab-com/support/support-team-meta#5144 (closed) and that with new users on .com, we'd likely lose them if they have to wait too long to sign up again, could we set it to 1 day?

Advantages of 1 day

1. Less support requests regarding typos, confirmation link not working (they have to be used within 24 hours of triggering), etc.
2. Less wait time for users if they need to re-sign up for some reason.
3. Note: No data is lost since users can't do anything until confirmed.

Disadvantages of 1 day

1. Some orgs may be creating users via SCIM prior to a user's onboarding. Though, if it gets deleted, SCIM can and will re-create the account.
