2023-05-25: Increased latency for the code suggestions service

Current Status

For approximately one hour, from 08:00-09:00utc we saw slow responses and timeouts for the code suggestions service. The root cause was a normal increase in traffic. To resolve the issue we temporarily removed the code suggestions banner, followed by increasing the number of triton nodes by 2.

This is similar to the incident yesterday #14541 (closed)
