Azure disk snapshots of production databases

During today's outage it was revealed that Azure disk snapshots are disabled for our production databases. These should be enabled and run, if possible, at least once per hour. This would give us an extra layer of redundancy, with the first layer being LVM snapshots: https://gitlab.com/gitlab-com/infrastructure/issues/1098
