Investigate tuning the gitlab-shell

During a recent deployment, GitLab-Shell was sending errors through our load balancer which alerted our EOC. Utilize this issue to determine why this would have happened and determine how we can mitigate this from happening.

## Desired Outcome/Acceptance Criteria
During a deployment, we do not see any increase in errors at the loadbalancer for GitLab-Shell.
