Sourcing both templates from a common place might be tricky due to having to map GitLab template variables, including auto-populated ones, over to some programming language template system, but it still might be worth doing. ~~If we can deprecate the production issue template, we don't have to do this issue.~~ See below - we can't deprecate the production issue template.
