Consider updating Sentry to use Okta or Google Authentication instead of dev.GitLab.org Oauth.

Current https://sentry.gitlab.net uses OAuth authentication against dev.GitLab.org. My understanding is that this is configured in this way for historical reasons. We should consider updating it to use either Okta or Google OAuth, as we do for other observability tools.
