Create CI prometheus monitors in new org-ci environment

We need to create the prometheus CI monitors in the new org-ci environment. They are already chef controlled, but will need terraform and their chef roles put into the new environment. Keep in mind, these are the prometheus servers that are inside the CI project and monitor the runner machines, not the managers.
