Increase min DB pool size in sidekiq fleets with low concurrency

In production#1661 (closed) we saw deadlock in Sidekiq nodes with low concurrency, mainly the export and elasticsearch priorities.

We should ensure that these fleets have a minimum DB pool size above (say) 10
